Backup succeeds, but notification does not send

On production server, the backup succeeds, but sending the notification fails. On my local development server, everything works as expected, and the email is intercepted by mailhog. Other notifications and emails work on the production server, and the error below looks like a filesystem permissions issue. Any insight or advice would be appreciated. Thanks!

I think the folder permission (of storage/framework/views) looks okay:

The contents of the folder are managed by laravel -- I can change the file's permissions, but if the cache is ever cleared or if the views change, wouldn't I have to keep changing permissions of the files over and over again?
