Clean up strategy seems incorrect

Hi. I'm not sure if there's a bug, if I have something misconfigured, or if I'm just misunderstanding how it works.

My backups do not seem to reflect the cleanup config.

Here's my config:

I've been using this well before September 24. Shouldn't I be seeing more items in there?
