Currently the project description on PyPI only shows the string "README.rst" instead of converted HTML from the README.rst file: https://pypi.org/project/starfish/

Still doesn't work on PyPI (https://pypi.org/project/starfish/0.3.1/)

Maybe related to use of pyproject.toml in testing vs. setup.cfg in starfish repo.
