SpectrumPerSpaxel tool creates new Subset even when not asked #1653

Reporter: pllim

Steps to reproduce this:

  1. Load Cubeviz example notebook data.
  2. Activate SpectrumPerSpaxel tool. Click around and see it moves as expected.
  3. Zoom in by drawing a box. This would deactivate SpectrumPerSpaxel automatically.
  4. Activate SpectrumPerSpaxel again. Click and now it creates a new Subset as if I did alt+click but I did not.

If we decided that the tool will stop overwriting existing Subset, then maybe this is moot.
