MNT: Unpin ipywidgets and voila maxversion when voila 0.4 is compatible with ipywidgets 8

ipywidgets 8 introduced two problems in Jdaviz:

• Broke standalone app, see Support for ipywidgets 8 voila-dashboards/voila#1188
• Broke Vue.js traitlet update, see live-updating linking with progress spinner #1598 (comment)

When these issues are fixed upstream, we can revert this:

• Pin ipywidgets to avoid breaking standalone app #1611
• fix: plots in popout window not scaled properly (by pinning voila<0.4) #1791
• 8.0 compatibility jupyter-widgets/jupyterlab-sidecar#86

jupyter-widgets/ipywidgets#3642 is merged. Have to wait for a release with that fix.

ipywidgets 8.0.3 is released (my first release 🎉 ), which includes the fix.
