Deprecate the ability to use pure strings in the place of frames in the wcs pipeline

Currently, you can pass a bare string instead of a coordinate frame object. This breaks the with_units functionality hard and causes other internal problems. It is a relic of early attempts to make testing easier and was never intended for actual use. It should be depreciated and then removed for GWCS 1.0.
