Examine existing artifactory project

There's an actively-developed dohq-artifactory python library for interfacing with Artifactory repos here

https://github.com/devopshq/artifactory

that is installable from pypi. It essentially extends pathlib to Artifactory repos.

In the interest of reducing the amount of code we maintain, investigate if any of this feature set is useable here, or might replace functionality in ci-watson.
