Description

We want to catch accessibility issues in CI and ensure that we do not regress over time

Implement the CI scanning tool from TGPi: https://www.tpgi.com/arc-platform/api/

This should initially cover the core user journeys, such as making a search, loading a repository, clicking a token etc
