Issue service frr reload command after starting sonic with "docker_routing_config_mode": "split" in "DEVICE_METADATA" of config_db.json but this is irrespective of config mode. This breaks existing functionality.

@xinliu-seattle @MichelMoriniaux @mslocrian Issue service frr reload with "docker_routing_config_mode": "split" in "DEVICE_METADATA" of config_db.json but this is irrespective of config mode. Functionality has been there and working since I introduced it months ago.
