solana deploy program failed, and can not retry to deploy, and can not close buffer account #21881

Problem

solana program close HpJKgG8nz8B1YvLXf5PzLa3btvWnP9KYB18Erd9mrTcn --buffer-authority /Users/book/.config/solana/phantom.json
Error: Close failed: unable to confirm transaction. This can happen in situations such as transaction expiration and insufficient fee-payer funds
