as mentioned in #11 using this action with draft releases in a build matrix with more than one matrix case results in multiple drafts. Some suggestions work arounds can be found here

learned some things. creating a draft release, creates a release named untagged-xxx, also mentioned here in Travis deploy docs

got this working in #16 by resolving a list of releases and selecting the first one with a tag that matches
