Update to Smockle 3x now causes Pico remotes to only work when home app is open

Upgraded homebridge to latest 1x then updated plugins like smockle which updated to 3.0.12. After update I could see the remotes in Home app but the buttons did not work. I removed plugin and re added. This somewhat worked. It made me re add the button press action on each remote but that worked fine. Now the issue is if Home app is not open or recently opened the buttons don’t work again. If I open the home app and press a pico remote button the action assigned to those buttons work fine. I saw this was an issue in another thread from an old version... any idea how that was fixed previously?
