Can I create pull requests for version "1.3.7" including IE11 support?

I have several patches to fix issues with IE 11 and want to create pull requests. However, the current develop branch does not support IE 11.

Can I create pull requests for version "1.3.7" including IE11 support in a different way?

• to Background color is not preserved when copy/cut text from quill then paste again in IE11  #1211 : smura/parchment@f86b362
• to Japanese Hiragana Windows IME ignores first letter in editor #1453 : smura@44ed1a6
• to [bug] Delete character when using IME if there is bold/italic etc. throw error and lose cursor. #1698 : smura@6712dc5

• to IE11 only > quill.getText returns wrong value when typing text with Japanese IME #2239 : smura/parchment@9cb8241
