Is your feature request related to a problem? Please describe.

Being able to restrict emojis to certain roles is a lesser known endpoint of the Discord API. Adding it is not only a great feature, but also would give Skyra a cool advantage not many other bots have (and it's currently only a bot api, meaning it cannot be done via the GUI client side)
