Currently, our tools are a ragtag collection of shell scripts, python scripts, and go programs, spread out over a variety of locations in our repository.

These should be put into some common framework.

We need to decide whether we're using an existing orchestration framework, or rolling our own (it's not that complicated in this case...)

If we roll our own, we need to decide if we're standardizing on a single language (python or go, probably), or using a mix.

Done as part of the spire command transition in DC5. See the feature-admin-tools branch.
