[c++/python] Testing new sparse-shape feature from core 2.25 [no merge] #2785

The intended Python and R API changes are all agreed on and finalized as described in #2407.

This is a too-big-to-review experimental space, which is being split out into smaller PRs as tracked on #2407.

I will continue to mine this for material on #2407. However, the purpose of this PR -- to dogfood the core-API changes for current-domain supprt before the core 2.25.0 release -- has been completed. Further PRs are tracked on #2407.
