Is it a good idea to request name on boundary ways? #133

I can understand double tagging of admin level (duplicating boundary data tagged as relation) to help dumber renderers, not processing relation data but what adding also name tag seems to be an overkill - especially as it is not feasible to guess what renderer wants - all boundary names? The most important? Some of the more important?

Overall: I propose to stop requesting name tag on boundary ways.
