Abillity to force app language during installation (mostly for translation review purposes)

As the installer works now, system locale is used to chose a language for the app. If I want to review the translations for the Desktop app I have to change system locale in order to install the app in a different language.

My request is to add a parameter to the installer to -force-language "nl" for example.

An alternative would be to switch the app language within the app, but that would probably be way more complicated than it needs to be. (#1603)
