update 流程

python 测试：暂定目前的测试case
update流程：暂定doc/sht-合约开发步骤.md，
即：确认需求->定义接口->测试用例->实现合约
10%限制，在对应issu下申请，deadline定为周日
部署操作脚本说明：提issue，并在issue下申请，deadline定为本周四

update流程还要包括

从 develop 分支迁出代码，进行开发
向 develop 分支发起PR 合并前，应该如何运行测试
向 master 分支发起PR合并前，应该如何运行测试
