Deprecate GET /short-urls/shorten endpoint

This endpoint presents a handful of problems and from time to time someone opens a feature request to "extend" it.

Some surveys to the comminity show some people still use it, so it won't be removed yet, but it's better to mark it as deprecated so that people try not to use it.
