The figure captions ended up in the alt= attribute. This is a minor problem since there are so few but I need to go through the content and make sure they actually show up as captions.

Going to leave this open as I need to do an audit to see if captions are rendering properly but I believe it should be all set.

No longer relevant, but important to keep in mind in noc-book-2 in terms of accessibility.
