Add a data layer of buildings required to comply on the map

Add an overlay of buildings that are required to comply to the map

• Find out if compliance is an available field in the data set
  • Ask dept. of environment if the data-set contains the full set of buildings required for
    compliance.
  • If not ^, then: Find the criteria that requires buildings to comply to submit their energy data (likely a list of criteria on the SF Environment website or the performance pdf)
• Generate a list of buildings that were required to comply in 2014 (the same year of the reported data)
• Look at Leaflet layer options - What data is needed to do this? Is it easily updatable?
