var/bootstrap-osd/ceph.keyring is not generated

most of the folders in var are empty

I assume it might be related to newer releases

it looks like it does not work in "latest"
but it does in "latest-mimic"

I have created the var/bootstrap-osd/ceph.keyring by executing the following while the throw-away ceph monitor container is still running. Thus prior to executing "docker stop ceph-mon":

docker exec -it ceph_mon ceph-authtool --create-keyring /var/lib/ceph/bootstrap-osd/ceph.keyring --gen-key -n client.bootstrap-osd --cap mon 'profile bootstrap-osd' --cap mgr 'allow r'
