feat: annotation event system

Like how forge works but without the global discovery.

It might be interesting to take a look at global discovery/scanning at a later date though ^.^

These would be especially handy for setup events where they likely would only fire once or twice and then can be dismissed. So look for a way to remove or drop the data once its been fired.
