Add an optional and configurable Gulp buildstep that itself optionally includes:

Rollup module bundler
PostCSS with Autoprefixer setup
Inline processing with gulp-process-inline
Asset inlining with gulp-inline-src
Babel transpilation using babel-preset-env, set to evergreens by default with option of supporting IE11
HTML minification with gulp-htmlmin
