Missing repository description and/or ReadMe

Greetings Screeples,

I ran into this repository through the Screeps Slack's GitHub integration, but have little clue about what I'm looking at. I see the LOAN protocols so can make an educated guess, but perhaps someone with more complete understanding of the Repo could whip up a concise description and/or readme?

It was an attempt at gathering "standards" for screeps. as an example https://github.com/screepers/screepers-standards/blob/master/SS1-Default_Public_Segment.md is a standard for sharing data in the public segment, using the public segment as a "discovery" protocol so to speak. and the current protocols can be found in the "segment_protocols"

This details a standard for communication over the terminal
