At the moment, if the cache is being used, we send metadata once, and then mark it as sent and ignore it. A better approach to ensure regular metadata updates (such as deployments if cache is not cleared) is to store a timestamp of when metadata was last sent, and if we reach a TTL, resend the metadata. @cschneid suggested 10 minutes.
