Add cmake option to disable FFTW

FFTW support for enhanced timesync is rarely used. Yet, when some FFTW is detected, it is always built. That can also lead to compatibility issues.

While FFTW is not required, we should also add an explicit option. I would even argue, that this option should be disabled by default, even when FFTW is detected.
