Link Blast version with generated data products for provenance

As Blast evolves, the algorithms used to calculate output data products will change as bugs are fixed and improvements are made. The data products should be linked with the version of Blast that produced them and any other information useful for establishing provenance. This metadata should be included in the relevant API response data such that researchers can evaluate the scientific validity and consistency of their downloads against the published Changelog explaining what has been updated between Blast releases.
