Removing Level of User Access from one record (error) #140

Describe the bug
Manually deleting Level of User Access from one record results in error

To Reproduce
Steps to reproduce the behavior:

  1. In AMS2, go to this record: cpb-aacip-efc69074ade
  2. Click edit
  3. Within annotations there is a Level of User Access field with a value that should not be there
  4. Remove value "Online Reading Room" and Level of User Access
  5. Press save changes
  6. See error

Expected behavior
There should be a way to remove Level of User Access, allowing for no Level of User Access field even if it existed before.
