[Bug]: Disabled SbbRadioButtonPanel is default focusable

What happened?

At the moment the SbbRadioButtonPanel are focusable as default, even if they are disabled. there should be a constistence between them and click buttons.

Steps to reproduce the issue

1. Disabled SbbRadioButtonPanel
   2.Tab over too the SbbRadioButtonPanel
