Migrate deployment to a new Azure Subscription and GitHub Actions #156

Currently some of the resources are being deployed to a personal subscription. These should be migrated to a new group own subscription with security groups to allow for owners to contribute and modify the deployment in the future. With this migration GitHub Actions should be investigated for a new Ci/CD pipeline that will allow high capacity especially during hackathons where existing Ci/CD quotas are exceeded.

They're now deployed to my MSDN subscription by https://github.com/sb/smallbasic-editor/actions/workflows/master_smallbasic-publicwebsite-code.yml

It's still not great but at least it's working for now.
