The global config does a couple of different things but the big ones are 1) global navigation and 2) global assets and metadata
Anything that is being used by the entire sites NextSEO is in that object for reusability then each page can add on top of that global data. It also has the unfurl assets and Icon/Logo for the entire sire I mostly use this for the header/footer.
Then going back to global navigation your header and footer config are also in there so the site knows what routes to show in header/footer.
This config is mostly passed to the Layout component that creates the AppShell for the site.
