feat!: upgrade to eslint@9

[rexxars]

Description

Uses the new ESLint "flat config" format, and migrates to ESM.

Will work on new bootstrapping for the studio next.

Can be tested by installing eslint@^9 and @sanity/eslint-config-studio@beta, then following the migration guide.
