As a long read user (Craig) I would like to ensure that we can create SMRT Link 13.1 sample sheets to resolve to resolve some instrument and analysis issues that cannot be implemented without updating.

Acceptance criteria
To be considered successful the solution must allow:

• New SMRT Link version 13.1 for Sequel IIe
• Sequel IIe csv (from SLv13.1) new header/ column in csv file is required: Header=CSV Version and value needs to be 1 . Value only needs to appear once in the column. This alteration is also compatible with SLv13.0
