Description of the tech debt to be addressed, include links and screenshots

part of #64045 is hardening IPC file permissions. This is a subtask created for that.

this is changing permissions to be more strict it affects thew workers.ipc and master_event_pub.ipc

This is because while we recommended limiting the users that have access to the system. it is still better to default to more strict permissions. this does not remove the hardening guide recommendation to restrict users. just makes it less of an issue.
