What is needed?

Allow updating Safes from 1.3.0 to 1.4.1

Background

Currently only updating from < 1.3.0 to 1.3.0 is supported

Dependencies

Support Safe contracts v1.4.1 #267
Add a 1.3.0 -> 1.4.1 migration contract safe-smart-account#649
Add safe contract abi 1.4.1 safe-eth-py#620
Add official migration contract deployment to https://github.com/safe-global/safe-deployments/tree/main/src/assets/v1.4.1
