Feature Request: Convert bug tracker codes to links

Posting something like CF-4198293 in your text have Watney follow up with links to the Adobe bug tracker (and similarly LDEV-1272 for Lucee)

Links should be verified to limit incorrect posts by Watney

ideally we would use an api call to validate and get useful information, such as the title to post as context along with the link - vs doing a get on that url and checking for a 404.
