emscripten: Upgrade emsdk to 3.1.68

In line with commit rust-lang/rust@2c38ecf.

While we're here, make the changes in commit 63b0d67 unconditional,
which means that Emscripten 3.1.42 (released at 2023/06/23) is the
minimum required version for Rust, assuming no breaking ABI changes
occurred after that version.
