We introduce a new type of read-only memory region ROM that hosts opcode 0x40-0x45, 0x46 and 0x48. Those opcode returns fixed value for a block. By doing this we can move it to core, and some of them can then use chunk gas metering.

SHA3 should also move from runtime to core, as it has no external dependencies.
