Autoplanning disabled for all repos on server configuration, but still be able to override it in some repos #4244

Be able to override the autoplan behavior in repo-level config

I am not sure whether autodiscover mode can also be leveraged for what I would like to do.

What I've tried is to have autodiscover set to disabled for all repos and having autoplanning enabled.

This leads Atlantis to not plan for a repo that doesn't have a project definition in a repo-level config file.

Maybe we could add this to the documentation.
