Describe the user story

It would be great if atlantis had project based permissions for github teams.

In our case, we are using monorepo approach to store terraform configs and it would be great if we could define allowance based on team and project.

Describe the solution you'd like

Using atlantis server config to define the gh-team-allowlist. Somehing like :

--gh-team-allowlist "{ghteam}:{command}:{project}"
