Atlantis approve policies creates a pending task #1599

As per the subject - when you run atlantis approve_policies a new task is created which stays in pending.

This is a minor annoyance as it still marks the policy check as success and allows applying but still would be nice if it finished :

atlantis/approve_policies Pending — Approve_policies in progress...
