Ensure development environment does not ask for AWS credentials #1354

Currently we get this error while running the app locally

Aws::Sigv4::Errors::MissingCredentialsError - missing credentials, provide credentials with one of the following options:
  - :access_key_id and :secret_access_key
  - :credentials
  - :credentials_provider:

Please fix this by making sure we don't ask AWS for the picture delivery while in dev environment or come up with another solution.
