Move wheel building to cibuildwheel

I think we should consider moving wheel building to use the cibuildwheel package provided by PyPA. It is apparently what numpy/scipy uses for the release workflows. It also appears it could simplify our workflow while expanding coverage. Maybe it could help make the workflow a little less fragile too as someone else is maintaining it.

Thoughts? I could implement as part of #41 if it seems like a good idea.
