create_port_list() uses the old strobe service file parsing code, which
does not work with long service names, or names containing slashes.

Change format of the services files that are used to select which ports are
scanned, so that these contain just the port numbers and optional comments.
These files are called services.*.  They live in /opt/nta/script and are in
SVN under test_scripts/port_scans
