mamba issues from 2021/06 to check on latest mamba and report upstream is still occuring

This issue collects some mamba problems we are experiencing in the last days, that however we do not report upstream until we remove our pinning on an old libsolv (see #785):

• conda mambabuild is not able to correctly resolve variants (see Add pybind11 dependency to enable installation of manifpy and bipedal-locomotion-framework Python bindings if ROBOTOLOGY_USES_PYTHON is enabled #800 (comment))
• mamba install on Windows has non-deterministic failures with error "Non-deterministic RuntimeError: The process cannot access the file because it is being used by another process.", see https://github.com/robotology/robotology-superbuild/runs/2912225506?check_suite_focus=true and https://github.com/robotology/robotology-superbuild/runs/2910485486?check_suite_focus=true)

We switched to use the latest mamba and boa in #833 and #834, so we can check if this issue still persist.

conda mambabuild is not able to correctly resolve variants

As the issue emerged when compiling conda-packages of blf with Python dependencies enabled, we are waiting for a new blf release to get #838 forward.

mamba install on Windows has non-deterministic failures with error "Non-deterministic RuntimeError: The process cannot access the file because it is being used by another process.",

I did not see this in recent CI jobs

I tried in #867 and the latest conda mambabuild seems to work fine, so I think we can close the issue.
