Extension shows wrong encoding

I have a file, when I open it with notepad -> Save File -> it shows Encoding "ANSI"

Same file shows "Unicode (UTF-8)" in thie visual Studio extension

Doesn't seem to differentiate between "UTF-8" and "UTF-8 BOM ". Although I thing VS 2019 may be tricky because it references UTF-8 with signature instead of using "UTF-8 BOM:" like it should

I opened a file with Western encoding and it said it was UTF-8.
