Similar to campaigns, but a different content type.

Each tool will be an article page with a title, summary, date, body and associated resources. The example provided is for a set of posters which a user could download and print out.

Need to be able to aggregate these tools and see them all in a list. Also need to be able to feature one or more tools (Title, link, image) on the section on the home layout #66
