Currently the only way to augment typical users/admins in general is to manipulate their data directly in the mongodb.
The admin console is the perfect place for a small UI that lists Users, their level, and their regions, and also would allow Super Admins to Add/Remove regions aforemention users have power over. Other uses could include changing a password if forgotten or changing a name.
